Hardcore caching with version number of the application automated

Finally, we have decent auto version bumping in DevPlace and it has benefits! If I write the story myself it's huge but I generated a summary:

Auto-bump the patch version in pyproject.toml via a tracked git pre-commit hook, so every commit gets its own version with zero manual steps. Static asset URLs are versioned as app_version-boot_timestamp, so I can slap Cache-Control: public, max-age=31536000, immutable on everything: same URL forever means same bytes forever, and any commit or restart mints a new URL automatically. Result: infinite caching with never a stale-asset bug, no build step, nothing to remember.
