A recent pull request has updated the stage of the JavaScript Decorators proposal from Stage 3 to Stage 2.7.

The change was made in Pull Request #578 by JeanMeche on the tc39/proposal-decorators GitHub repository. The PR updates the readme to set the stage to 2.7.
