Dutch Driving Exam Stalker Faces Five Days in Jail Per Offense

A court in the Netherlands has authorized imprisonment for a former driving instructor who has spent years stalking driving exam locations and candidates.

Henrie Kamps, 65, from Neede can now be locked up for five days every time he violates the court order, up to a maximum of one year. The ruling from the Gelderland court grants the Dutch driving test authority (CBR) the power to enforce "lijfsdwang" a rare coercive measure used when all other options have failed.

Previous fines had no effect and could not be collected since Kamps keeps no assets in his own name. He has also ignored earlier court rulings and area bans imposed by municipalities. According to the court, 75 driving exams were prematurely aborted due to Kamps' stalking behavior.

Kamps claims he is investigating misconduct in driving examinations, but the judge ruled that five years of following exam vehicles have already provided ample opportunity. The court saw no new information he could still obtain, and his harassment of examiners and candidates has caused significant disruption.
