Are people screaming on streets normal?

I don't know guys but it's getting almost regular that someone is screaming on the street. It's not the same person, but seems like screaming on streets is getting completely normal.
I never had this urge though, but I would really like to understand the reasoning behind these gentleman.

Nerds should not go outside :) But yeah, I'm not missing the city at all. I was a few days ago in the city and was quickly annoyed by all people.
