My Windows knowledge is completely outdated, but ultranetworksniffer, once the best tool for packet sniffing, did just work fine under user. But I'm talking Windows XP now.
But if I had to write viruses again, it is definitely easier for Linux. 100%. I do not really understand why people consider Linux so safe.
